What does the government do to promote local development and improve life quality of the people from Ciego de Ávila province?

The Provincial Administration Council (CAP)

The Provincial People's Power as well as the municipal ones and its corresponding Councils of the Administration, was created upon the statements of the Constitution of the Republic of Cuba dating from February 24th, 1976, by means of which local organizations of the People's Power were founded and its respective structures, in correspondance with Act 18 (about the territorial bounderies in provinces and municipalities).

At the same time, Agreement 6176 of the Excecutive Committee of the Council of Ministers from November 13th, 2007, in its Article 8 establishes that the Council of Administration is the local administration organization with collegiate agreement which conducts the economic entities of production and services of its subordination level and its primary function is to promote the social and economic development of its territory, directs the administrative activity subordinated to it and controls those activities that belong to the entities of its territory, regardless of its level of subordination, which has the attributions as stated in Article 13 of the legal body.

The Council of the Provincial Administration is composed of the President of the Provincial Assembly, the vicepresident to the Administration Organization, a secretary, five vicepresidents who coordinate the different social and economic programs which are implemented at this level of management, two non-professional vicepresidents, 11 enterprises managers, 3 ministries delegates and the university rector.

In the ordinary session of the Provincial Assembly of the People's Power No.32 of XI Term from November 4th, 2017, by Agreement 633-XI, covered by Agreement 8223 of the Excecutive Committee of the Council of Ministers of Cuba, had taken charge the citizen Alexis Martín Venegas as Vicepresident to the Provincial Administration Organization.

El Poder Popular Provincial al igual que los Municipales y sus respectivos Consejos de la Administración, se creó a partir de los establecido en la constitución de la República del 24 de febrero de 1976, mediante la cual se crean los Organos Locales del Poder Popular y sus estructuras respectivas, en correspondencia con la Ley 18 (de los límites territoriales en provincia y municipio) al ser creados dichos órganos a partir de lo dispuesto.

De la misma forma el Acuerdo 6176 del Comité Ejecutivo del Consejo de Ministros de fecha 13 de noviembre del 2007, en su Artículo 8 dispone que el  Consejo de la Administración es el órgano de la administración local, tiene carácter colegiado, dirige las entidades económicas, de producción y de servicios de su nivel de subordinación y su función primordial es promover el desarrollo económico y social de su territorio, dirige la actividad administrativa a él subordinada y controla la de las entidades de su territorio, independientemente de su nivel de subordinación, que tiene las atribuciones tal y como las autoriza el Artículo 13 del mencionado cuerpo legal.

El Consejo de la Administración Provincial está integrado por: el Presidente de la Asamblea Provincial, el Vicepresidente para el Órgano de la Administración, un secretario, cinco vicepresidentes que coordinan los diferentes programas sociales y económicos que se gestionan desde este nivel de dirección; dos vicepresidentes no profesionales, 11 directores de entidades, 3 delegados de ministerios y la rectora de la Universidad.

En sesión ordinaria de la Asamblea Provincial del Poder Popular No.32 del XI Mandato de fecha 4 de noviembre del 2017, mediante el acuerdo 633-XI, amparado por el Acuerdo 8223 del Comité Ejecutivo del Consejo de Ministros de Cuba, había tomado posesión el compañero Tomás Alexis Martín Venegas, como Vicepresidente para el Órgano de la Administración Provincial.

Powers of the Provincial Administration Council

The powers of the Board of Directors are established by means of Article 13 of Agreement 6176 of the Executive Committee of the Council of Ministers dated November 13th, 2007.

The Board of Directors has the following powers:
1.- Comply with and enforce current legislation and agreements adopted by the respective Assembly of Popular Power.
2.- Coordinate, control and supervise in its demarcation the execution of the policies, programs and plans approved by the superior organs of the Party, State and Government for the territory, within the frameworks established by law.
3.- Propose to the Ministry of Economy and Planning the creation, merger and extinction of administrative, economic, production and local subordination services that he directs and controls.
4.- Prepare and propose to the respective Assembly of the Popular Power the projects of the Economic Plan and Budget of the activities that they direct, within the frameworks established by the Council of Ministers and once approved, monitor their compliance, without prejudice to the work of the Assembly correspondent.
5.- Participate, as far as it is concerned, in the preparation of the draft Economic Plan and Budget that correspond to the entities subordinated to other instances, based in the territory.
6.- Control the staff of the administrative positions of the subordinate entities, in accordance with the policy set by the Council of Ministers and with the budget approved by the corresponding Assembly of Popular Power.
7.- Propose the nomenclature and strategy of preparation and upgrading of the board of directors and their subordination to the respective Assemblies of the Popular Power, as well as knowing the information that the President provides about the cadre policy and other workers.
8.- Know, evaluate and decide on the reports submitted by the administrative and economic entities that are subordinate to it, as well as, within the framework of its competence, what interests entities of another subordination, on activities and issues that affect economic development - social territory.
9.- To know, evaluate and propose decisions, according to the established procedure, on the reports submitted by non-subordinate entities, based in the territory.
10.-  To render an account, at least once a year, through its President, to the respective Assembly of Popular Power on the issues that it decides; and to the Superior Organs of the Administration: to the Council of the Provincial Administration, in the case of the Municipal Councils, and to the Council of Ministers, in the case of the Provincial Councils and the Special Municipality of Isla de la Juventud, on their activities in general , on the occasions when they request it.
11.- Adopt decisions on the measures for the best development of prevention and social care work in the territory, in accordance with the policy outlined in this regard.
12.- Prevent and face indisciplines, illegalities and manifestations of corruption.
14.- Adopt decisions that contribute in a prioritized way to the best attention of the approaches, complaints and requests made by the electors to their delegates, as well as any others, regardless of their origin, and work on the identification and eradication of their causes, using the corresponding ways.
15.-Requiring the administrative directorates, business organizations and budgeted units located in the territory, to provide adequate solutions to the problems posed by the population, or convincing explanations on cases that have no immediate or short-term solution.
16.- Require the administrative directorates, business organizations and budgeted units located in the territory, to provide quality information to the delegates of the Assemblies of the Popular Power when requested.
17.- Propose to the respective Assembly of People's Power, through its President, draft standards that regulate citizens' behaviors with effect on the administrative activity of the territory.
18.- Orient and control the leaders of the entities, business organizations, budgeted units and establishments of any subordination, except in the cases provided by law, provided that they are based on their demarcation, to offer the relevant reports or receive information of interest to the territory .
19.- Guide and control the work of the administrative directorates, business organizations and budgeted units of their subordination, aimed at improving and perfecting the functions, correcting deficiencies and eliminating defects and breaches that are detected in fiscal verifications, audits, inspections and controls, as well as rectify errors resulting from violations of the rules, regulations and other provisions issued by said entity within its powers, taking appropriate disciplinary measures.
20.- Adopt decisions that contribute to the fulfillment of tasks related to the preparation for defense, as well as assist the president in his capacity as VicePresident of the Defense Council and Head of Civil Defense of the territory.
21.- Apply and generalize the contributions of the results of scientific research and technological innovation in the sustainable development of the territory.
22.- Any others attributed by the laws.

Mission:The government in Ciego de Avila manages the economic and social development in the province, coordinates and controls the policy, programs, and planning approved by the higher state organs, taking as a priority the people's participation in order to increase the quality of life of the people, as well as the strengthening  of the Cuban political system.  

Vision:We are is a province where efficient government management contributes to growing and sustainable socio-economic development, with a positive influence on the quality of life and well-being of the population. We support the conservation and development of cultural identity and Ciego de Avila heritage, based on the integration of organizations and institutions.
